How to Import Plants to USA

For importing plants from Indonesia in any quantity, import permit is required. Please follow the instruction below to get the USDA plant import permit:

1. Navigate to: https://ePermits.aphis.usda.gov

2. Select Agency: U.S Department of Agriculture & Permit Applicants

3. Click Create Account button. If you already have an account, please Log In

4.   On Account Registration tab, select type of user (generally as Customer)

5. Please enter your email address for customer account registration 

6. Email confirmation for registration will be sent to your registered email  address through email DoNotReply.ICAM@ocio.usda.gov with subject "eAuth - Confirm Email". Click the Continue Registration button to complete the account registration process

7. Back on the eAuth web site, enter your name and set up a password, then click submit button

8. ePermits requires a “Verified Identity” authentication for all permit application. Please follow the below instructions:

  • Don’t click “Log in to your application”. Instead, select Manage Account, then Update Account, then Continue to login Page.

  • Enter user ID (email address) and the password you just created.
  • Click the link (in the middle of the right side of the page) to Verify My Identity.
  • Select Verify My Identity Online.
  • Agree to the terms of service.
  • To begin the verification process, enter your address, phone, birthday and social security number.
  • The system will ask personal identity verification questions. If you are able to answer the questions, your “Verified Account” will be created. (If you are not able to answer the online identity verification questions, you can present your Government issued photo ID at a USDA Local Registration Authority (LRA) office in order to have your identity verified.)
  • Click Continue on the “Identity Verification Success” page.
  • Click Continue to Application on the “Account Information” page.
  • You should now be in the ePermits system.
  • In the future you can login directly at https://ePermits.aphis.usda.gov  or https://efile.aphis.usda.gov.

8.  If you already have the login details, please enter your user ID and password. For importing plants from Indonesia, PPQ 587 Application form is used.

9. Once the import permit has been issued, don't forget to download the USDA Shipping Label (Green & Yellow Label) by selecting one of the PIS (Plant Inspection Station) location which near to your address.
